Indonesia’s Dairy Push Faces Early Hurdles

Indonesia has embarked on one of the most ambitious livestock programs in Asia, a $3 billion plan to increase its national dairy herd from around 220,000 to 1 million cows by 2029. The initiative underpins the government’s flagship policy to provide free meals for 83 million schoolchildren and pregnant mothers — a nutrition and food security goal that depends heavily on stable milk supply.

Yet, progress is off to a slow start. By late July 2025, imports stood at just 11,375 cows, far below the annual target of 200,000 (Reuters). The shortfall raises concerns over supply chain readiness, financing mechanisms, and the capacity of the domestic sector to absorb such a rapid expansion.

Industry experts highlight two structural challenges. First, Indonesia’s tropical environment is far from optimal for high-yield dairy breeds, demanding significant investment in housing, feed systems, and veterinary care. Second, the reliance on private companies to co-finance and manage herd growth introduces risks if commercial incentives weaken.

For animal welfare, the stakes are equally high. Large-scale importation and rapid herd buildup can stress veterinary systems and undermine health outcomes if not matched with training and infrastructure. Globally, similar projects have shown that without sustained farmer education and robust extension services, long-term productivity gains often fall short.

Indonesia’s dairy gamble illustrates the complexity of aligning public nutrition goals with livestock economics. The coming years will test whether policy ambition can translate into sustainable animal production.
